



Below are summaries of recent decisions of the Ontario Physicians and Surgeons Discipline Tribunal (OPSDT).

Dr. Armen Parajian – CPSO #92997

Speciality: Thoracic Surgery, General Surgery
On March 27, 2025, the Tribunal found that Dr. Parajian, committed professional misconduct, having been found guilty of an offence relevant to his suitability to practise. On December 22, 2021, following a guilty plea in the Ontario Court of Justice, Dr. Parajian was convicted of criminal harassment. The conviction involved thirteen female victims (twelve minors between the ages of 10 and 15 and one adult), contrary to ss. 264(1) of the Criminal Code of Canada.
Further, on or about May 17, 2021, while Dr. Parajian was inside his parked vehicle on a residential street during the day, he masturbated himself while members of the public were in proximity to his vehicle, including an adult and two minors.
The Tribunal found that the above-described acts would reasonably be regarded by members as disgraceful, dishonourable or unprofessional.
Penalties:
- Reprimand;
- Revocation effective March 28, 2025 at 12:01 a.m.; and
- Dr. Parajian pay the College costs in the amount of $6,000 by April 28, 2025.

Dr. Marko Duic – CPSO #50470

Speciality: Family Medicine
On February 6, 2025, the Tribunal found that Dr. Duic, in his care and treatment of Patient A, failed to maintain the standard of practice of the profession, demonstrated a lack of knowledge, skill and judgment, and exposed Patient A to risk of harm and injury.
Penalties:
- Reprimand;
- Suspension for three (3) months commencing February 7, 2025 at 12:01 a.m.;
- Terms, conditions and limitations on Dr. Duic’s certificate of registration;
- Dr. Duic pay the College costs in the amount of $6,000 by March 7, 2025.

Dr. Dorota Maria Kadlubowska – CPSO #113435

Specialty: Dermatology
On February 25, 2025, the Tribunal found that Dr. Kadlubowska engaged in disgraceful, dishonourable or unprofessional conduct in that she:
- provided medical care and treatment to Patient A who was a person close to her; and
- disclosed the personal health information of six patients to Patient A without the affected patients’ knowledge or consent.
Penalties:
- Reprimand;
- Suspension for 14 months, commencing February 26, 2025 at 12:01 a.m.;
- Terms, conditions and limitations on Dr. Kadlubowska’s certificate of registration;
- Dr. Kadlubowska pay the College costs in the amount of $6,000, payable within 6 months.

Dr. Robert Stanley Richards – CPSO #52929

Specialty: Plastic Surgery
On February 24, 2025, the Tribunal found that Dr. Richards engaged in disgraceful, dishonourable or unprofessional conduct by providing medical care and treatment to Patient A, B and C, who were family members/persons close to Dr. Richards.
Penalties:
- Reprimand;
- Dr. Richards pay the College costs in the amount of $6,000 by March 25, 2025.

Dr. Sean Carlysle Prabhu – CPSO #110504

Speciality: No Specialty Reported
On January 31, 2025, the Tribunal found that Dr. Prabhu:
- engaged in sexual abuse of a patient by engaging in a physical sexual encounter with Patient A; paying Patient A money in relation to the encounter; and sending inappropriate sexual communications to Patient A.
- engaged in disgraceful, dishonorable or unprofessional conduct during the College’s investigation, including asking Patient A to withdraw her complaint to the College; having Patient A send an email to the College investigator purporting to withdraw the complaint; and deleting electronic communications from his devices.
Penalties:
- Reprimand;
- Revocation effective February 1, 2025 at 12:01 a.m.;
- Dr. Prabhu pay the College costs in the amount of $6,000 by February 28, 2025;
- Dr. Prabhu to reimburse the College $17,940 for funding provided for therapy and counselling under s. 85.7 of the Health Professions Procedural Code and to post security acceptable to the College to guarantee the payment of this amount, by February 28, 2025.

Dr. Youssef Adel Slataroff – CPSO #87329

Specialty: Psychiatry
On January 14, 2025, the Tribunal found that Dr. Slataroff engaged in disgraceful, dishonourable or unprofessional conduct in that he:
- made inappropriate remarks towards Patients, A, B and C;
- touched Patient B’s body in an inappropriate manner, including hugging Patient B and moving her scarf to expose a scar on her neck; and
- touched Patient C’s body in an inappropriate manner by putting his hand on her shoulder.
Penalties:
- Reprimand;
- Suspension for five (5) months immediately;
- Terms, conditions and limitations on Dr. Slataroff’s certificate of registration;
- Dr. Slataroff pay the College costs in the amount of $6,000 by April 14, 2025.

Dr. Vijay Sharma – CPSO #62959

Speciality: Anesthesiology
On January 24, 2025, the Tribunal found that Dr. Sharma failed to maintain the standard of practice of the profession in his care of Patients A and B.
The Tribunal further found that Dr. Sharma engaged in disgraceful, dishonourable or unprofessional conduct in that he:
- inappropriately billed the Ontario Health Insurance Plan (OHIP) for services that were inconsistent with those provided; and
- billed OHIP for services that were not clinically indicated.
Penalties:
- Reprimand;
- Suspension for ten (10) months commencing January 25, 2025 at 12:01 a.m.;
- Terms, conditions and limitations on Dr. Sharma’s certificate of registration;
- Dr. Sharma pay the College costs in the amount of $6,000 by January 31, 2025.
